Every 30 minutes, peers are collected from multiple independent sources, our own node, trusted validator RPCs, and addrbooks; then TCP-probed on the p2p port to verify external reachability. Only peers that pass a 70% availability threshold over the last 5 hours are published. A multi-factor score ranks them by stability, network presence, and how many independent validators see them simultaneously.
